Job Purpose:
1. To continually review University policy and procedures against the
UK Border Agency’s requirements of the University as a licensed
sponsor of students under Tier Four of the Points Based Visa scheme,
and good practice in the higher education sector.
2. To implement services and manage change in policy and procedure,
working in partnership with academic Faculties and other Professional
Service departments.
Key Accountabilities/Primary Responsibilities:
1.
To act as the first point of contact for responding to queries
from academic and administrative staff and students across campus
about Tier 4 compliance issues
2.
To take responsibility for the daytoday management of the UKBA’s
data requirements for the University’s Tier 4 students,
implementing process changes as new guidance is introduced
3.
To work with colleagues in Student and Academic Administration and
Faculties to ensure the effective and efficient monitoring of Tier
4 students; including, monitoring and evaluating international
student attendance processes, withdrawals and interruptions of
study.
4.
To undertake student casework; including working with colleagues
across all workstreams to ensure timely referral of cases,
ensuring that all parties are kept informed when action is taken
and decisions are made.
5.
To be responsible for ensuring that notification of the
nonenrolment, withdrawal, interruption of studies, change of
programme (and any other changes as required by the United Kingdom
Border Agency) of Tier 4 international students is recorded by the
University and reported to the UKBA via the Sponsorship Management
System (SMS), acting as primary interface between the University
and the UKBA in ensuring accurate and timely data exchanges
6.
To take responsibility for the management of internal data quality
reports highlighting compliance issues and lead on the
specification and development of new reports as required
7.
To manage a supported enrolment process during the main enrolment
period and administer and oversee the visa checking and
datacollection processes at all other times of the year
8.
With the Student Records Manager, to develop, prepare and issue
guidance for students, University staff on Tier 4 issues. To
explain and provide staff training on Points Based System
compliance through presentations, briefings, written documentation
and other means
9.
To help lead on the periodic renewal of the University’s Highly
Trusted Sponsor licence in liaison with the Student Records
Manager
10.
To keep up to date with developments and changes relating to the
Points Based System, in particular Tier 4 and to ensure that all
relevant staff are appropriately briefed. This includes attendance
at UKBA, UUK and UKCISA meetings, and any benchmarking visits as
necessary
11.
To contribute to student handbooks and printed materials relating
to matters of UKBA compliance. To maintain the website within SAA
relating to Tier 4 issues
12.
To act as the primary point of information and guidance for
Faculty colleagues on the requirements of Tier 4 of the Points
Based System (excepting admissions and student visa advice which
are dealt with by the Admissions Team and the Visa Guidance Team
respectively)
13.
To be flexible and adaptable in the approach to work routines,
undertaking other tasks, roles and duties within the SAA
workstream as may be assigned.
14.
To work with colleagues from across the University’s professional
services to ensure compliance in all areas of relevant business

Degree and/or significant, relevant professional experience
Experience of working within a regulatory framework
Significant experience of working with and developing officebased
administrative processes and procedures within a large and complex
organisation
Knowledge and understanding of HE and the current issues facing the
sector in the UK, in particular issues relating to international
students.
Welldeveloped IT skills including word processing, email, web page
maintenance, expertise in manipulating databases and spreadsheets,
establishing and managing online information.
Experience of working with a complex database
Experience of managing teams of temporary staff to deliver processes
Knowledge of operations relating to admissions, enrolment and/or
student and provision recordkeeping.
